ABOUT THIS COURSE

Manage an Emergency Control Organisation delivers PUAFER007 — the senior management qualification for ECO managers, facility managers and Emergency Planning Committee members responsible for the strategic management of an ECO across a facility or organisation.

This 2-day course covers the strategic side of emergency management — building the ECO, scheduling and overseeing training, planning drills, coordinating with the Emergency Planning Committee and driving continuous improvement of emergency capability across the facility.

PUAFER006 (Chief Warden) is strongly recommended as a foundation. This course is for those who manage the ECO rather than lead it during incidents — though many roles combine both. It is the highest-level facility emergency management qualification under AS 3745-2010.

  • Documentation systems — emergency plan, procedures, records and audit trail
  • Working with external authorities — fire brigade, council, regulators
  • Risk assessment and emergency planning for new facilities or fit-outs
  • Budgeting for emergency preparedness
  • Crisis communications and media management basics
  • Continuous improvement — using audits, drills and incidents to improveReporting to executive and board level

How You’ll Be Assessed

Assessment combines written knowledge questions with supervised practical performance tasks completed during the course.

Build an ECO training matrix tracking warden currency across the facility

Plan and document a complex evacuation drill including post-drill review

Conduct an audit of an emergency management system using a structured checklist

Draft a continuous improvement action plan from a simulated audit finding

Prepare an executive briefing on facility emergency management status

Written Assessment

Comprehensive knowledge assessment covering AS 3745-2010 management, ECO governance, drill planning, audit principles and continuous improvement.
