ABOUT THIS COURSE

This skill set combines MSMPER300 Issue work permits with MSMWHS201 Conduct hazard analysis — the two-unit competency required for the role of permit issuer or authorised person on a permit-to-work system.

MSMWHS201 is a mandatory co-requisite for MSMPER300 because the act of issuing a permit is fundamentally an act of formal hazard analysis — you cannot authorise work safely without first analysing what is being done, what could go wrong, and what controls must be in place.

The combined program prepares supervisors, authorised gas testers, area coordinators and HSE personnel to take on the legal and operational responsibility of signing permits — confirming that the right work is being done in the right place at the right time with the right controls.

What You Will Learn

Course Content

This course covers the following knowledge and practical skills:
  • The legal and procedural framework of the permit-to-work system
  • Categories of permits — hot work, confined space, isolation, heights, excavation, breaking containment
  • Conducting a documented hazard analysis as the basis for the permit
  • Selecting and specifying controls — engineering, procedural, PPE
  • Verifying isolations, lockouts and atmospheric tests prior to issue
  • Specifying scope, location, time window and authorised personnel
  • Briefing the work party at permit handover
  • Managing concurrent permits and SIMOPS coordination
  • Authorising change requests during the permit period
  • Stopping work and revoking permits when required
  • Closeout — verifying area restoration, removing isolations, signing off
  • Auditing permit performance and feeding back into the system

How You’ll Be Assessed

Assessment combines written knowledge questions with supervised practical performance tasks completed during the course.

Practical Performance Tasks

Conduct a hazard analysis for a simulated maintenance task and document the controls required

Draft a permit for the task using the workplace template, with all sections completed

Verify all isolations and atmospheric tests in the field before issuing
4
Brief the simulated work party at handover and confirm understanding
5
Manage a simulated mid-permit change request and document the decision
6
Conduct closeout, verify area restoration, remove isolations and sign off correctly

Written Assessment

Written knowledge assessment covering both units — permit categories, the legal framework, hazard analysis methodology, control selection, isolation verification and the issuer’s personal responsibility.
