ABOUT THIS COURSE

Forklift Truck Licence delivers TLILIC0003 — the High Risk Work Licence (HRWL) qualification required to operate a forklift truck in Australia, leading to the LF licence card issued by the state WHS regulator.

In Australia, operating a forklift truck (other than a pedestrian-operated or pallet truck) requires a High Risk Work Licence (LF class). This course delivers the competency assessment and prepares participants to lodge their HRWL application with the state regulator.

The course covers the standard counterbalance forklift. For specialised forklifts (order pickers, reach trucks with stabilisers), additional familiarisation may be required by the employer. The licence is recognised across all Australian states and territories.

This course covers the following knowledge and practical skills:
  • High Risk Work Licence (LF) — what it covers and how to apply
  • Forklift types — counterbalance, reach, container handler and rough-terrain
  • Forklift components and safety systems — mast, carriage, ROPS, FOPS
  • Pre-operational inspection — systematic pre-start checks and logbook entries
  • Stability triangle — how forklifts can tip and how to prevent it
  • Load capacity and load chart — reading and applying ratings
  • Load assessment — weight, centre of gravity and load condition
  • Travelling with a load — speed, mast position and visibility
  • Pedestrian and traffic management around forklifts
  • Stacking and de-stacking — racking, ground stacks and double-stacking
  • Refuelling and battery handling for LPG and electric forklifts
  • Working in confined warehouse spaces and tight aisles
  • Working on ramps, slopes and uneven surfaces
  • Emergency procedures — tipping, mechanical failure, fire and incident response
  • Post-operational shutdown, parking and security
  • HRWL application process — documentation, photos and regulator submission

Assessment

How You’ll Be Assessed

Assessment combines written knowledge questions with supervised practical performance tasks completed during the course.

Practical Performance Tasks

Conduct pre-operational inspection of a forklift and complete the logbook

Read a load capacity chart and determine safe load for a given attachment

Pick up, transport and place a palletised load on the ground

Stack and de-stack a load on a racking system at height
5
Manoeuvre the forklift in a tight space and through marked aisles

Operate the forklift on a ramp or inclined surface

Demonstrate safe refuelling or battery exchange procedure

Demonstrate response to a simulated emergency (tipping, load drop)
9
Complete HRWL application documentation

Written Assessment

Theory assessment covering forklift legislation, stability principles, load charts, pre-operational inspection, traffic management and emergency procedures.
