ABOUT THIS COURSE

Operate Elevating Work Platform Over 11m delivers TLILIC0005 — the standalone High Risk Work Licence (HRWL) qualification for boom-type EWPs of 11 metres or more, for workers who already hold a current heights ticket.

In Australia, operating a boom-type EWP at 11 metres or more requires a High Risk Work Licence issued by the relevant state WHS regulator. This course delivers the competency assessment and prepares participants to lodge their HRWL application with the regulator.

A current Work Safely at Heights qualification (RIIWHS204E) is a prerequisite. If you do not hold heights, see the combined Heights + Boom EWP Licence pathway in our Height Safety group.

  • Equipment identification — components, controls and safety systems
  • Pre-operational inspection for boom EWPs — systematic inspection procedures
  • Logbook and service records — defect reporting and currency
  • Site assessment — ground bearing, slopes, overhead hazards and exclusion zones
  • Platform and ground controls for boom-type EWPs
  • Safe driving and positioning — on uneven ground and near structures
  • Load calculations — platform capacity, reach and wind loading
  • Wind speed limitations — specific restrictions for boom EWPs
  • Working near powerlines — safe approach distances for high-reach equipment
  • Emergency procedures — entrapment, emergency lowering and rescue
  • HRWL application process — documentation required and submission procedure
  • State regulator requirements — application, fees and licence card issue

Assessment combines written knowledge questions with supervised practical performance tasks completed during the course.

Written Assessment

Theory assessment covering boom EWP operation, HRWL requirements, pre-operational checks, site assessment, load calculations and emergency procedures.

  • Current Work Safely at Heights (RIIWHS204E) — REQUIRED prerequisite
  • Minimum 18 years of age (HRWL licence requirement)
  • Physical capacity to work in a full body harness operating a boom EWP at 11m+
  • Photo ID required for HRWL application
  • Appropriate footwear and clothing — closed-in shoes, long pants
  • Valid Unique Student Identifier (USI) required for certification
